2008 NPS Nationwide Programmatic Agreement

Cultural Resource Specialists in the DSC Technical Branch are available to assist you in
understanding the Nationwide Programmatic Agreement ( PA ) and its application.

The 2008 NPS Nationwide Programmatic Agreement (PA) for Compliance with Section 106 recognizes that the NPS has qualified cultural resource specialists on staff and uses policies and guidelines, as well as the Secretary's Standards, to manage cultural resources consistent with the intent of the National Historic Preservation Act ( NHPA ). Under the PA , for specific types of actions unlikely to have adverse effects on cultural resources (streamlined activities) NPS internal review for Section 106 purposes need not be followed by State Historic Preservation Officer ( SHPO ) or Advisory Council on Historic Preservation ( ACHP ), provided that:

• the project is based on information adequate to identify affected cultural resources and evaluate their eligibility for the National Register;
• NPS internal review finds that the project's effect on cultural resources will not be adverse; and
• the project will be carried out in conformity with applicable policies, guidelines, and standards, and the streamlined activity must be documented and reviewed via appropriate procedures.
